Whats a good editing software for make up tutorials?

Yes i make youtube make up tutorials. Bad thing is i have windows 7 so that means no windows movie maker DDX. But i need a software that is easy,can quicken/speed up the video, do voiceovers and all that make up stuff you see. I cant use Imovie btw since i dont have a Mac. But uhh yea.. Good software that does everything like windows 7 and i can buy from a store. Try to make it inexpensive thanks :)
