Can You Take Traffic Schooling Without Having A License First?

I'm 19 year old and I've always have a terrible fear of driving. I had my permit when I was 17 but I never took traffic school and was never taught how to drive. Now my permit is expired and I want to take traffic school in order to fully learn how to drive. Do I need to go get another permit before I take traffic school/behind the wheel training?
