In ARIZONA do you have to be in school to get your learners permit?

I am 16 years old, 17 in december and I'm not in school. I'm planning on starting GED classes soon, I am moving first though and it would really help if I had my permit to help drive (long move). So I was wondering if I have to be in school to get my learners permit and if I got my permit in arizona, would I be able to drive in other states? Thanks in advance.
