Is this true that in America you can just walk into a gun store, show them that you're a resident?

I walked into a gun shop in Pennsylvania and had them order me a flock. When the pistol arrived, I went down to the shop and out the door in twenty minutes give or take. Every state has its own laws, but all must at minimum perform a NICS check. Takes minutes.
